Lampard has said he would like to go but Chelsea has no plans to sell him. They have already rejected an £8 million bid from Inter.

U.S. Open Cup Semifinals Set


The Soccer Betting semifinals are set for the U.S. Open Cup as the New England Revolution will take on D.C. United while Charleston Battery will take on the Seattle Sounders. Both matches are scheduled for August 12th. The Revolution advanced into the semifinals after winning on penalty kicks against Crystal Palace Baltimore. D.C. United scored in extra time to defeat the Chicago Fire 2-1 to reach the semifinals. Bryan Namoff scored the game winner. Daniel Woolard had given the Fire the lead in the 36th minute and it took until the 77th minute for United to tie it as Francis Doe scored. Namoff scored the winner for United in the 99th minute off a corner kick by Jaime Moreno.

Charleston Battery upset FC Dallas 3-1 on Tuesday to make it to the semifinals. Charleston got goals from Lazo Alavanja, Ian Fuller and Randi Patterson as they completely dominated FC Dallas. Only a late goal by Kenny Cooper in injury time prevented a shutout.

The other semifinal spot goes to the Seattle Sounders after they defeated the Kansas City Wizards 1-0 in a shootout. Chris Eylander made two saves in the shootout and Zach Scott scored the game winner. Seattle won the shootout by a score of 6-5 after the teams could not score a goal in regulation or overtime. Eylander has not allowed a goal in Seattle’s four U.S. Open Cup games.

With the victory, Seattle will now play Charleston Battery in a matchup between United Soccer League First Division teams. That semifinal is set for August 12th in Charleston. Since Charleston and Seattle are playing in one semifinal, one of them will reach the U.S. Open Cup Final. A non-MLS team has not reached the final since the Rochester Raging Rhinos won the title in 1999.

NARROW VOTE QUASHES CLARITY ON UIGEA

The United States moved no closer to unequivocally defining “unlawful Internet gambling” as an
amended bill requiring regulators to draft such a defi nition was defeated by the narrowest of margins
Wednesday.
In its original form, HR 5767, the Payment Systems Protection Act,would have prevented the Treasury
Department and Federal Reserve Board from completing regulations for the Unlawful Internet Gambling
Enforcement Act, which requires financial institutions to block online gambling transactions.
However, Peter T. King, Republican of New York, proposed an NARROW VOTE QUASHES CLARITY ON UIGEA
amendment to the payment protection act that would have required the Fed and Treasury to draft a uniform definition for unlawful Internet gambling, a term whose meaning continues to elude regulators.
A 32-to-32 vote by members of the House Financial Services Committee, by whom the bill was under
review, saw Mr. King’s proposed amendment defeated.
The underlying bill, proposed by Ron Paul, Republican of Texas, and Barney Frank, the Massachusetts
Democrat who chairs the committee, was then defeated in a voice vote.
To the surprise of some observers, Mr. King’s strategy, that the bill be perceived as “a banking amendment,”
failed to rally the Republican vote. “I think it’s strange the Republicans would turn their backs on
the credit institutions and banks at a time when the Federal Reserve and Department of the Treasury
say the proposed rules for UIGEA are unworkable,” Michael Waxman, a spokesman for the Safe and Secure
Internet Gambling Initiative in Washington, D.C. In all, 29 Democrats and three
Republicans, including Mr. King, voted for the proposed amendment, while 28 Republicans and four
Democrats voted against, said Mr. Waxman, whose group lobbies Internet gambling policy.
IGN understands that Alabama’s Spencer Bachus, the ranking Republican member of the financial
services committee, was influential in garnering his party’s vote.
“After this long campaign by offshore gambling interests to block or repeal the law, what Congress needs
to do now is urge the Treasury Department and Federal Reserve to swiftly fi nalize their proposed rules
to implement UIGEA,” Mr. Bachus said in a prepared statement. “The regulations are long overdue, and
our young people need this protection now.”
Despite airing concern that the UIGEA’s language was diffi cult to discern--namely, its defi nition of
unlawful Internet gambling--the Treasury and Federal Reserve are now faced with the unenviable task
of finalizing the proposed rules. A spokesman for the Federal Reserve declined comment when
asked by IGN how it would proceed, though Jennifer Zuccarelli, a
spokeswoman for the Treasury, allowed: “We’re working to finalize the regulations as quickly as possible.”
Without the prospect of protection by Mr. Frank’s bill, United States banks--which, under the UIGEA,
are deputized to enforce its regulations-- remain in procedural limbo.
“We’ll continue to work with Congress and the regulators to ensure that regulations (for the UIGEA)
are not burdensome or unworkable,”
Peter E. Garuccio, a spokesman for the American BankersAssociation in Washington, told IGN by telephone.
The association, one of the more outspoken critics of the gambling enforcement act, lobbies on behalf of banks nationwide. Looking ahead, the next move by the United States Internet gambling lobby is far from certain. J. Daniel
Walsh, director of government affairs at Greenberg Traurig in Washington, did not immediately return
phone calls.
With the Congressional session set to wrap up early, and during an election year when politicians carefully hedge their political bets, it is unlikely that any new policy favorable to Internet gambling would be drafted or enacted.
“My colleague and I want to repeal the whole thing (the UIGEA),” Mr. Frank said during Wednesday’s
markup. “That may take one more presidential campaign, but we’re getting there.”

Special: Bear Market Hits I-Gaming Stocks

It would appear The Bear has this week ferociously arisen from its den as London's Internet gambling stocks, no doubt abetted by Prime Minister Gordon Brown's Thursday announcement that difficult economic days lie ahead, have taken an absolute walloping.

William Hill, having announced the sale of its Italian joint venture with Codere S.A., dipped 16.40 percent.

"Having gotten 55 units and thinking we needed 200 or 300, you're talking about deploying a lot of capital in a fairly uncertain environment to get up to something that's meaningful," Simon Lane, group finance director of William Hill, told Interactive Gaming News in a telephone interview Wednesday. "And I think we just felt we had bigger priorities for our capital."

May's interim management statement did little to catalyze market bulls -- even Ralph J. Topping's very public interactive presentation last month couldn't bring needed momentum to the group's share price, which has lost 58 percent of its value since October 2007.

Sportingbet fell 9.49 percent despite regaining positive momentum with a third-quarter operating profit of £7.3 million.

The company's decision to more equally distribute revenue-generative activity across its operation -- more specifically, to reduce its dependence on the treacherous Turkish market -- has, curiously, not helped share value, which has fallen 47 percent in the year to date.

Rank Group, whose online arm, Blue Square, continues to perform well, fell 17.87 percent.

After a brief rally in early June, on rumors the company was nearing a settlement with the United States Department of Justice, Party's shares have fallen nearly 25 percent.

Ladbrokes lost 8.40 percent.

Shares have trended downward since a May interim management statement, wherein the company revealed a 34 percent rise in gross win and a 24 percent rise in e-gaming net revenue.

The company has lost nearly 46 percent of its share value in the year to date.

888 Holdings fell 10.47 percent, after a strong performance last week on the company's marketing and distribution deal with Sportech.

Like Playtech, Triple Eight has weathered well in this recession; in the year to date, its share value has risen 15.22 percent.

CryptoLogic Ltd. dropped 6 percent, as questions linger over its future with William Hill. The company also lost its software supply contract with Sportech, set for renewal in September 2008, to 888.

Since May, Crypto's share value has fallen 38 percent. Brian L. Hadfield, the company's chief executive, told IGN then that new licensing agreements with OPoker.com and Maharajah Club would be crucial in offsetting stagnation in poker liquidity.

AsianLogic Ltd. dipped 10 percent after an interim trading statement indicated margins, for certain sectors of its online casino business, were under pressure "similar to that faced by land based Asian casinos working with casino junket groups and agents."

For reference, Macau's six licensed casino operators were, for the majority of the first half, locked in a commission battle. The South China Morning Post revealed margins were sacrificed in an effort to win and retain V.I.P. junket agents, who bring in high rollers, provide them with gambling spend and collect debts.

Collins Stewart, AsianLogic's broker in London, did not return a phone call Thursday. According to the company's maiden annual results, casino gaming activities, both on- and offline, accounted for around 92 percent of its revenue.

While the Internet gambling industry achieved first-quarter gross revenue of $3.8 billion, a 25 percent increase over the year-ago quarter, Global Betting and Gaming Consultants have yet to release second-quarter data.

"Our initial conclusion is that the online gambling industry will prove stronger than most, including its land-based counterpart, in the face of an economic downturn," Simon J. Holliday, a partner with the consultancy, told IGN in May on the release of its first-quarter results set.

Ontario MP pushes for sports betting

WINDSOR, Ont. -- Betting on individual sports games may become legal in Canadian casinos if Joe Comartin has his way.

The Windsor-Tecumseh MP estimates such a thing could generate as much as $3 billion in gross wagering a year. "It's very important for Windsor and Niagara Falls, in particular, because it will give us a significant competitive advantage over the casinos on the other side of the border," Comartin said Wednesday. "Given our current economic situation here, there's a potential for a reasonable number of additional jobs, both at the casino and elsewhere in the city."

Las Vegas-style sports gambling is only an idea at this point and a bill has yet to be introduced. It would require an amendment to the federal Criminal Code, which prohibits betting on individual games.
